Ministry of War in Taru. Safe system, has lvl 1,2 and a level 4 Q20 agent. I do missions there, very recommendable.

Reading around, and people seems split. Some prefer beams, others on the other hand prefer pulses loaded with Scorch crystals. Well well, gotta try it out, personal preferences!
